THE IMMIGRATION DECREE.
Paris, Ootober 6. President Carnot's decree regarding foreign immigrants is regarded as a mistake, m view of the Exhibition next year. If it is enforced, it is believed other Powers will decline to exhibit. British residents m France are loud m their denunciations of the President's action.
