Tupper has expressed the opinion that notwithstanding the legis-* lation of the United States the Dominion will not retaliate. He says fnrther that the national feeling iv Canada is friendly towards the United States, and that whilst the Dominion will maintain her rights she will do nothing lively to provoke hostilities with her neighbor.
