London, September 14. In connection with Mr Goschen's elevation to the leadership of the House of Commons, it is stated that Mr Balfour, Secretary for Ireland, declined the position, and that it would have been offered to Sir M. Hicks-Beach had he been able to undertake the duties. Baron de Worms will probably succeed Mr Goschen at the Treasury.
