THE SUGAR BOUNTIES.
London, September 9. Mr J. A. Farrar, the well-known writer on political economy, in a speech at Cambridge, denounced the sugar bounties convention. He said if it were ratified it would be the means of iucreasing the price to Home consumers, and it would be more satisfactory for England if things were allowed > to remain as they were, He considered the Convention would lead to unnecessary friction, iuvolving breaches of the f existing treaty. He expressed the opinion that special attention should be paid to the colonies who may act towards the Convention in such a way as to force England to a policy which would savor of her boycotting her own colonies.
