THE SUGAR BOUNTIES.
London. September 1. The adhesion of England, Germany, Belgium, Spain, Italy, Holland and Egypt to the Sugar Bounties convention is unreserved. France, Brazil and Sweden reserve the liberty to join later on if they see fit. The " Daily News," m a leading article, characterises the provisions of the new treaty as rank protection, and strongly de nounces Mr Goschen for the part he has played m the negotiations.
