SYDNJEr, August 25 Drought is causing sad havoc m the Western district. The season is the worst known for many years, and the outlook is very gloomy. Sheep are dying m hundreds. Special prayers for rain will be offered up throughout the colony on August 31st. Obituary — Marquis De Roistang, the French Vice-Consul. At a public meeting to-day, resolutions were passed protesting against the renewal of the San Francisco mail contract if Chinese were employed on the steamers engaged m the service. Kemp, Beach, Hanlan, and Neilson will take part m the aquatic carnival to be held here, and efforts are being made to induce Teemer, Hamm, O'Connor, Gaudaur, Ross, and Lee to compete. __
