QUEENSLAND.
Brisbane, August 14. Parliament was. opened by his Excellency the Governor this afternoon. In the Speech from the Throne his Excellency expressed regret that he was unable to congratulate Parliament on the financial position of the colony, He mentioned that the deficit of last year was but proposals would be submitted for consideration of members, which it was hoped would satisfactorily adjust the revenue and expenditure for the ensuing year. The railways had given a return of only 2 i-7th per cent, and' it was intended that radical chaDges should be made m the management. Measures were to be introduced providing for further development of the timber trade, and a Chinese Restriction Bill would be introduced on the lines laid down at the recent conference held m Sydney. It was also intended to introduce a Bill for the payment of members and the question of construction of the Pacific cable would be presented for favorable consideration by the House. With reference to separation, the Government proposed to submit an extended system of local Government, which, ie is considered, will meet all requirements of the northern portion of the colony.
