Monday, August 13, The House met at 2.30 p.m. NATIVE LAUD COURT BILL. The Premier explained that the effeot ■ of clauses 2, 3, e>nd 4 of the Bill was to enable dealings to be carried on In respect of land held under a certificate of title and memorial of ownership whloh, although good holding titles, would not permit of Grown grants being Issued. In clause 2, providing for the registration of Native land not held by Orown grants, Mr Hutohlson moved an amendment to extend the operations of the elaase to less than the whole number of owoen. The Premier refused to acoept the amendment as It would plaoe too mnoh power In the hands of the judges and take It away from Jhe House. " : Sir George Grey urged that the Bill should be postponed till next session to give time for further consideration. Mr Hatoblson then moved an amendment that the olaose should apply to future transactions, thus allowing past ones to be dealt with specially. The Premier aooepted that amendment, but with regret. Mr Talwbaoga said he should renew his stonewalling unless the Bills were postponed till the meeting at Waitangl. Considerable discussion then ensued, -thePremier stating that Mr T»iwhanga had distinctly promised to withdraw bis opposition If the native chiefs were allowed to appear at the Bar of the Home, and Mr Talwbanga asserting that he had only made the promise with regard te the Native Land Bill which was then nnder discussion. ; Mr Carroll, Mr Pratt, and Mr Taipua, corroborated the Premier's statement. . Mr Hutchison's second amendment was barrled on the voices, the first one which the Premier objected to being withdrawn. Clause 2, as amended, was agreed to, ft&d the Honse rose at 5 30 p.m.
