The Committee appointed to go loto the question and consider whether relief oould be afforded to certain of the Borough tenants submitted their report. The Committee recommended that no inoreasea be made m the rents of the reserves held by Baildlng Society (lately In the oocupa tion of Andrewes Bros ), W. Patohing, Joseph Scaly, H. 0. Segers, James Taaker, P. and D. Demean and John Orr. The Committee had no recommendation to make In regard to the reserve oooopled by the New Zaalaad Loan and Meroantlle Agency Company, The Committee recommended that In the oaae of J. L. Brown the rent be allowed to remain as at present till end of term, as if this were done the lessee nndertook to build. In the case of J. R. Steel, the Committee recommended that the rent be reduoed one-half as it was out of all proportion. The Committee suggested that before this relief were granted all arrears should be paid op, and wished it to be understood that with that exception of the oases of Messrs Brown acid Steel, It was only of a temporary nature. Or Williamson moved the adoption of the report. It was not to the interest of the Council to crush the lessees, and he was sore that m adopting the suggestions made the Council would be benefiting itself as well as the lessees. o<r Thomas seconded the adoption of the report, endorsing the remarks of Or Williamson. Or Tucker failed to see why relief should not ba afforded to the lessee of the site on whioh Btood the N Z'L. and M. A. Company. He 'moved that Mr Restell and the N.Z.L. and M.A., Company be allowed the same privilege as the other lessees. Or Scott seoonded Or Tucker's amendment. Or Reid Bpoke In favor of the report, Cr Frledlander said oaoa case had been considered on its merits. Mr Ueßtell had admitted his roat was reasonable and did not ask for any reduction. INSURANCES o A report on the insuranooe on buildings on Borough reserves was adopted. WAKANDI CUEEK. Or Williamson reported the result of the Interview with the County Oounoll and mill owner on the sabjaotof the Wakanni creek. The creek was silting up aod damaging ruads and properities lower down. It had been decided to ask the Birough and ntill-owner to contribute £10 each towards the cleaning out of the creek, the County Oounoll to bear the remainder of the cost. The recommendation made by Cr Williamson was agreed to. THE HIGH PKES3URB SCHEME. The Engineers submitted a lengthy, report on »he scheme for a high pressure water supply, and electric lighting, whioh had been submitted to the Council by Mr D. H. BrowD. They estimated that the cost of the necessary works to put the scheme m operation would be as follows: — Building complete, including boiler house and wrought Iron tank of 15,000 gallons oapaolty ... 1350 Supply pjpo from reservoir, Including laying and lead with concrete intake, sluice gate, etc, at reservoir, and feed tanks for pumps at the works « , 390 Supply pipe from the works to i the East Street Main, slnioe valvep, etc., oomplete, InoludIng laying and laad ... ,„ 270 Main pipe In East street, running from Cox to South street, 60 ohalns with double junotions, stopped ends, etc., including laying and lead ... HCO Hydrants and pipes from main, sluice, valves, eto. ,„ 260 Hose, etc,, hose reels... ... 250 Engines and boiler equal to 50 or 60 horse power 1000 Installation of electric lighting, say 50a t lamps (incandescent), including all wires, posts, lamps, etc., complete, but using present lamp posts 1000 £5620 The annual oosfc to the Borough estimated on the foregoing estimate would result as follows : — Wages ... .„ ... 3po Faei... „, ... ,;; gpo Maintenance & repairs, say 100 Interest on £5620 at 6 per cent .„ .„ .., 337 2 £1037 2" At an Informal meeting of the Works Committee to consider the report the "pinion had been expressed that it would not be judicious for the Council to enter upon a work of such magnitude and cost at the present time and under present circumstances.

Or Read moved that the report be reoeived, and ihe recommendation of the Works Committee not to proceed wltn the scheme be adopted. Or Scott seconded.

Mr O. Cates wished to address the Council, but as he had given no wrlt'en Intimation of his intention he could not be allowed to do so. Mr Gates then retired representing hU intention of handing m a written notice at 9 o'olook ou the followtog morning. He considered the ratepayers would be robbed if the scheme were oariied out. The amount of £130 referred to, !s exclusive cf the subscription c.f £70 promised by (ha Fire lußiiranoa Association, j WORKS COMMITTEE REPOUT. Or Williamson referred to the efficiency of the proteotive work doae by the Council last year. Very little damage was done by the last freah, and the river now seemed to be working towards the other side.
