In the House of Commons-, during the discussion on the Commissi on Bill, Mr Goschen admitted that the ".limes' " comments, charging the Parnellif.es with mendacity, were culpable, but moved that the House should proceed mth the business of the day, which was c arried. He moved that the cloture be introduced on the Bill.

In the House of Commons Mr Labouchero's amendment to tho Commission Bill, directing that the Commission should first enquire into the authenticity of the letters, was rejected by 78. Mr Healey's amendment that the Commission should draw up a separate report respecting each accusation was also negatived by 82. In concluding the debate Mr Parnell said he approached the en quiry with a rankling sense of injustice, but his party would emerge triumphant. The Bill was agreed to without division, and will be reported on Monday.
Mr Goschen's motion for the introduction of the cloture on the Commission Bill was carried by a majority of fiftytwo. Mr Labouohere advised Mr Parnell to repudiate the enquiry and sue the " Times " for tho charges made against him. The Irish party will withdraw from the Chamber before tho motion to report progress is put m.
