Replying to question* It wag atated that instructions woa'd be Issued to allow telegraph messenger boya to have a week's holiday daring the year ; that the substitution of electricity for hanging In exeoatlona for murder woald be considered during the recess ; that the question of allowing refaotory Inmates of charitable institutions to be brought before the Resident Magistrate's Courts for punish* mens would be considered ; that the amount of money to be spent on the Otago railway thla year would be shown In the Public Works Statemefit ; that It was oonaidored that the regulations with regard to net fiahlng were sufficiently stringent, but that acme attention woald be given to the matter ; tbat nothing htd been ahown at present .to justify Government In taking steps to Impose ah export duty on rough or unsawn kauri timber, but that the matter woald be oarefaliy watohod during the reoess. NET FISHIN«. A lengthy discuss'on ensued on the motion for the adjournment of the House with respect to enforcing the regulations for net fishing. THE KEFBKSBNTATION ACT. On the motion for going into Committee of Supply, Mir Walker moved. as an | amendment " Tbat m the opinion of the House it Is not desirable that the Representation Act, 1887, should have force and effect until after the census had been takon : that a raspeotf ul address be presented to his Excellency the Governor praying him not m the meantime to direct the Representation Commissioners to aot under the provisions of the section as altered by the Representation Act Amendment Aot, 1887." He spoke at some length contending that the House should be afforded an opportunity of dlsousalng the condlttons under whiah the Representation Bill of last year was passed; The debate waa interrupted by the 5.30 I p.m. adjournment. ' .
