PARLIAMENTARY NOTES.
(F3R PBKSS ASSOCIATION.) Wkllikoton. July 2V. A deputation, oomprielng the Mayors of Wellington and Dunedlo, and Measrs Fish, Allen, Ross and Stewart, waited on tbe Premier this morning with reference tc certain amendments m the Munioipia Corporations Act Amendment Blli. After discussing the provisions of the Bill for some time and amendments proposed by the deputation, the Premier stated that Government intended to withdraw the Bill for this seasion, and that during the reoess the .amendments would reoeive consideration, and the Bill will be brought m again next session. Information has been reoelved by the Government that scab has broken ont again m the Auckland dißtriot, fourteen miles nearer to Auckland than tha scene of the last ontbreak.
I understand that Major Gudgeon has received farther telegrams from the Government offioers at the scene of the recent ontbreak of Natives, from whioh it appears that three men have been killed and others wonnded. The department have every confidence In Inspector M'Govern who has charge of the force m the dlatriol, and do not Intend to take any steps m the way of arrests till it as been ascertained whether the firing on either tide was directed by a ohief, and If so the Instigators will be arrested on a charge of murder. The Native Minister is m direct communication by tetegrgph with Taaroa, one of the ohlefs interested. The Opposition are very jubilant at the result, of the vote last night on the Premier's: motion. A glance at the division list ihows that it was really made a party question ; In faot I am assured that three Ministerr touted very hard m the lobbies, and did their level best to avert the defeat, bat without success. The reault may give the Opposition fresh hepes, and poiilbly gome covert move may be made after all to displace the Government". Wellington, July 23 In regard to the deputation whioh waited on the Premier on Saturday, I understand that the points most pressed^ In connection with the Municipal Oorporat'ons Act Amendment Bill were more especially In tegard to keeping of separate banking accounts and overdrafts. It was pointed out by the Mayor of Dunedin, that the Council 'already kept separate banking accounts for water, and gas, but they objected to be compelled to do so with regard to cemeteries, domains, reserves, etc which, if auditors, wlshc ■ vreze attended to, would necessitate the openlDg of about twelve different banking accounts and oiase endless trouble without any proportionate advantage. In regard to overdrafts it was pointed out the Council frequently had a balanoa to credit of one account or a- large amount whioh compensated for a dtficit m others. It was only fair and juat that they should have the benefit of tbis. The other matters diecufsed were of minor iroporance and .eventually on the suggestion of the Mayor of Dunedin, the Premier pro mused to withdraw the Bill m the meantime and to consider ihe amendments ■ suggested with a view of re introducing the Bill next session.
The general opinion now seems to be that the session will last for fully another month and that instead of making an advance last week, the House went back M the result of the motion m preference to Legislative salaries will cause a big debate when the Estimates come on again. The Opposition . are very jubilant over the result of the motion and claim that notwithstanding all that was said about the question being made a parly one, there is, do doubt, it became so, and the Opposition claim that the motion waß made a parly one and it hardened them up very much.
