St PetersbubG; July 20. At the meeting between the Emperor and the Czir the Russian and German men-of-war which were all gaily decoiated met off Cronsdal and formed into double lines. The Imperial yachts steamed between the lines of war vessels firing salutes. The Emperor William then went on board the Czar's pacht, Alexandria. He was warmly received and, the Emperors embracing kissed each other. They proceeded to Petenhoff where the Czarina was waiting to meet the Emperor William. The whole proceedings were successfully carried- out and are described as being a brilliant pageant. (Received July 21, 1 p m.)
