Beklin, July 15. The Emperor William has started to meet the Czar, and is escorted by a powerful ironclad squadron. Outside of Keil, the port from which he took his departure, the Emperor witnessed a brilliant review of the fleet. The general impression is that the visit of the Emperor to. the Czar will strengthen personal, if not political, relations between Germany and Russia. Berlin, July 16. The Emperor William, on returning from his visit to the Czar, will visit King Christian of Denmark, and King Oscar of Sweden and is orway, Berlin, July 18. The meeting between the Emperor William and the Czar will take place at Cronstadt to-morrow. Festivities and a review will be held m honor of the occasion at St. Petersburg, The Emperor William will re-embark on Sunday after reviewing the .Russian and Gerfnan squadrons.

Paris, July 16. Admiral Krantz, Minister of Marine, has asked the Chamber of Deputies to vote a sum of 67,000,000 francs for the purpose of strengthening the harbor defences of Brest, Cherbourg and Toulon, but the Chamber refused to allow it to be made a question of urgency. Pakis, July 18. The Chamber of Deputies has approved of Admiral Krantz's scheme of strengthening harbor defences.
