Brklin, July 8. The meeting between the Emperor William and the Czar of Russia will take place on board the Czar's royal yacht Dergaon m the Gulf of Finland, and afterwards they will proceed to Peterhoff, Count Herbert Bismarck and M. De Giers will accompany the royal personages. Berlin, July 9. | Sir Morell McKenzie thinks that the abscess m the ear from which the Emperor William suffers will affect his brain. The Emperor embarks at Kiel on the 14th inst. m the Royal yacht Hohenzollern, and he will be escorted by four ironclads. The Czar m his yacht will be escorted by two ironclads. Their Majesties will will meet off Cronstadt.
