MUNICIPAL CORPORATIONS AMENDMENT BILL
(fBOM OUR OWtf CORRESPONDENT.; Wellington, July 11. The Mnnlolpal Oorporatiou Aot Amendment Bill, introduced by the Hon the Colonial Secretary, provides that notice of action and ground thereof against the Corporation of any Borough or offioar of auch shall be given to the defendant one month at least before the commencement of suoh aotlon. The expenses of the first I elections for a new Bjh u?h may bo paid by the Colonial Treasurer out of the 0 ngalldatod Fand, the same bt>in? re.fded as a debt to be recoverable from auch Corporation. Provision ia made as regards accounts and audit, and definition is given of the terms assets and liabilities for the parpoae of the original Act. Special meetings of Councils for the purpose of considering balanae sheets and Auditors reports may be adjourned from time to time until such balanoe-f hset and report have been received. Separate accounts must be kept of moneys fur special purposes. No overdraft shall at any time exoeed the total amount of tha ordinary revenue for the year ending March 31 previous, hi. king Fund accounts are to be audited, and a balancesheet published with the Auditors' reports. Streets m any borough are to be 66ft wide ; private c tree a 49't. Clauses defining injuries to streets, draining of private lands, oleaning premises etc., have been added to the existing Act ; alsj, defining whit ara obstructions to streets m the shape of projections over the thoroughfare, Councils having power to ompel the remov.il of these by written order only. Where there are markets, hay straw, or coals must be weighed before delivery, and the weighnote must be produced on demand by the Council officers' The powers of Borough Oounoiia are defined with respect to making by-laws, and causing Inspection of meat before slaughtering j also the inspection of gaa meters.
