Resolved— That m pursuance and erer. else of the powers vested In il by " The Counties Act, 1886," and of all other powers enabling it In that behalf, the Connty Council, of the County of Ashburton doth hereby make the following Bylaws for tho regulation of the traffic of traotlon engines npon the roads and bridges within the County of Athburton, savo and exoept the Ashburton Traffic Bridge m respect of whloh these By-laws shall not apply : —

BY-LAWS. In the Be By-laws the term "Traotlon engine ' means a locomotive engine not being uted on a railway or a tramway. 1. It shall not be lawful for any Person to propel any traotlon engine or to cause the same to be propelled upon, aioog, or over any publio road, highway, or bridge between sunset and sunrise unless the engine shall carry as a signal a red light showing both m front and behind. 2. It Bhall not be lawful for any Person to propel any traction engine or to cauae the same to bo propelled upon, along, or. over any publio road, highway, or bridge unions the engine shall bo accompanied by two men at the least, whose function It Bhall be to keep a constant look-out both m front of and behind the englno for horses and vehicles which may be approaching, to warn the riders and drlvors of «uoh horses and vehicles of ,• the proximity of the engine, and to assist them In passing tho engine In safety. The driver of the englno shall stop the same npon being signalled to do so,

3. Every traction engine, while oro3--slng any bridge or culvert, shall bo moved at a uniform rate of speed, not exceeding one nolle an hour. 4. It shall not be lawful for any per* son to propel any traction engine, or (o cause the same to be propollod npon along or over any pnbllo road or highway, unless the said engine shall have painted In platn and legible lettern opon somo conspicuous part of the off-side thereof, the full name and address of the owner of the engine. 5. It bhall not be lawful for any porson to n>ke out cinders or ashes from any traction engine, or to cause the came to bo raked out within the distance of two chains from any bridge or culvert, and m every instanco whora cinders os ashes shall be raked ont from a traction engine upon a public road or highway, the same, if alight, Bhall be forthwith effectually extinguished by the person raking out the same or causing them to be raked ont.

6.— lt shall not be lawful for any Person to Sound the Whistle of any Traction Engine, or to cause the same to be sounded, while the Engine Is upon or passing along , or overany publleroad, highway, o* bridge, nor to open the cylinder taps of any Traction Engine, or to cause the same to be opened, within a dlstanoe of five chains from any Person riding or leading a horse, or driving any vehicle, on any public road, highway, or bridge, nor to blow off the steam from any Traction Engine, or to oauie the Bams to be blown off, on any pabllo road, highway, or brl-Jge. Any Person who shall oommit any breaoh of either of the foregoing By-lawn | shall for every Mich offence bo liable to a I penalty not exceeding five (£5) poundi.
