OPENING OF THE REICHSTAG.
At tne opening of the Reichstag today the Emperor William promised the introduction of legislation to afford workers further protection, and that an endeavour would be made to equalise unhealthy social contracts existing. The Emperor further stated that he would sternly oppose attempts which might be made to undermine public order, and would endeavor to maintain peace abroad so far as lay m his power. He was far from desirous of using the army m offensive wars, and would uphold the Austrian and Italian alliance, regarding it as the foundation of European equilibrium. la concluding his speech the Emperor said he would [ care/ully cultivate personal friendship with the Czar and friendly relations with Eussia, which was received with manifestations of great enthusiasm by the Reichstag, Berlin* June 26. The ceremony at the opening of the Reichstag was conducted wi.th great pomp. The Emperor's speech created a favorable impression at Vienna.
