(4) That the Chinese modes of thought and life are so unlike those of the Earopean population that they do not understand the institutions of the oountry, and are likely to introduce into our local eleotioos »n incongruous and, therefore, disturbing, element, (5) That, for the foregoing reasons, the right to vote at local elections ought not to extend to Chinese who are not naturalised.
