VICTORIA.
Mb^bournb, Jane 19 Parliament was opened this afternoon, The Governor's Speech congratulated Parliament on the continued prosperity of the colony. Measures would be continued providing for the improvement of defences. It was hoped that a cartridge factory would soon be established to supply Australia with ammunition. Proceedings were being taken to give effect to the Chinese Conference. The necessity for a revision, of the tariff was being felt, and proposals would be submitted to enlarge the area of natife industries. . A pill would be introduced to provide increased care to prevent the introduction of diseases of vines and otfter plants, and to improve facilities fqr the suppression of rabbits. Tha death of the German EmperoF was alluded to, It was stated that at no time since the colony had been founded was prosperity so marked. The national credit was higher than ever and the revenue more elastic. All the local industries were on a successful footing.
