MARINE BILL.
Lord Knutsford definitely declines to give his assent to the Victorian Marine Bill as France protests against the clauses affecting foreign shipping. Lord Knutsford suggests that the present Bill should be withdrawn and a fresh Bill-introduced, omitting the objectioiable clauses, when the Qpeen's assent would be given.
