During this session there has been introduced into the House a Bill to provide for the election of Licensing Committees on a less expensive and, we venture to think, a very much more satisfactory basis than at present. The measure is being piloted through the House by. Major Steward, the member for Waimate. The first reading of the Bill took place m the House on May 16th, but when the measure may be again reached is impossible to say. The Bill is m the direction of amending the Licensing Act of 1881, or those clauses' which refer particularly to the mode of election of Licensing Committees . It is now the law that the Committees be elected annually, but this ever recurring election is only a source of expense and trouble which might be easily overcome by having the elections every three years. It is sought m tho 'Bill to have the elections the same day as the Local Option Polls, and as. these are taken every three years, nothing can be said against this prnpOSftl- A <loubl© raanoiipa of in-. terest would be taken m the Licensing proceedings by the interested parties if the Committees were elected far a longer term than one year. In many country districts the greatest difficulty is experienced m gettingaComtmittee at all and often, it is only by the Governor's nomination that the same is m existence. Take any " Gazette " issued a few weeks after the date of the annual Licensing elections, and it will be seen that after all the expense and preparation for an election, there has been no nomination and the Governor has been pleased to appoint certain individuals as members of the Licensing Committee for the ensuing year. Should the Bill be reached and passed this session and come into force it is provided that instead of the Chairman of tho Committee, the Returning Officer shall appoint the day for the taking of the poll of the ratepayers for the election of a Committee m the manner prescribed m the Regulation of Local Elections Act 1876. After the day has been fixed and the Committee j appointed any member elected during 1888 shall hold oQipe for one year or until the election of his successor. Every member elected m 1889 shall hold office for two years or until ho is succeeded m office. Every niembor elected m 1891 shall hold office for three years, and m and after that year the election shall be simultaneousjwith the Locft!> Option poll. This provision for one and two year elections is we presumo with a view of bringing it up gradually, and also to get even nrith the triennial tuocal Option polls one of which has just vecentjj been, taken. There ib no attempt made to alter any other provision m the Act of 1881, and the Bill pride? notice is calculated to be a useful and ecopomical measure, and one which should be passed m the interest an.d welfare of the public ac well as the licensed victualler
