SYDNEY POLITICS.

Sydnry, May 30. Mr McMillan, member for East Sydney, has withdrawn his motion of censure on the Government. f Mr Dibbs has resigned the leadership of the Opposition, giving as a reeson the want of the combined action of the party. The Procedure Rules were introduced into the Legislative Assembly last, night. They provide that Bills which have passed a particular stage one session may be taken up next session at the stage they stopped m tbe previous session. On a motion for the adjournment of the House the proposer is not to be allowed to speak until, the Speaker has decided whether the matter is one of urgency. The House otherwise decided that the speech on such occasions must be limited, and no second motion fcr adjournment can be made the same day without the consent of the House. The 'rules relating to contempt are very stringent, and are aimed at preventing scenes m the Chamber. Mr Garrett will shortly introduce a Bill providing for the payment of members of Parliament.
