The treaty between the United States and Chinese Governments, whioh Premier Gillies, of Victoria, is anxious to sea adopted by Great Britain, provides that any Chinaman who returns to China inuat, if desiring to visic the States, prova tha j he has a family m America, or that he owns property on that continent valued, at 1000 dollars.
