Gbkymouth, April 30; Iv the Resident Magistrate's Oourt to-day MoFarlane, a storekeeper, was charged with a breach of the 27th bylaw made by the Minister of Publio. Works under authority of the 144 th section of Publio Worke Aot, 1882, by plaolng certain explosive goods on a railway train without specifying particulars on the oonalgnmont note. The Magistrate held that the Minister had no power under section 144 to make any by-law Imposing a penalty for anoh an offenoe, and that by-law 27 waa ultra virea. The Information was dlemlased.
