REFORM OF THE HOUSE OF LORDS.
Earl Dunraven m moving the second reading of the Reform Bill m the House of Lords said direct representation of the colonies m the House of Lords was not practicable. He approved of their Agents-General sitting m the House of Lords. Lord Salisbury opposed the motion and urged that it should be withdrawn. He announced that Government have prepared a measure providing for the creation of life peerages with power to expsl " black sheep." The Bill was accordingly withdrawn.
