Melbourne, April 27.
A plague of rats has 1 visited the Echuca Plains, doing great damage to the feed there. A passenger by the Oroya has been arrested on a charge of smuggling worth of jewellery ashore. The prospectus has been issued of a new Bank, to be called the Royal Bank of Australasia. The capital is At a public meeting to-day resolutions were carried urging the Legislature to pass without delay a Bill providing for the extension of the franchise to women. The steamer Afghan, from Hong Kong, has arrived with 30.0 Chinese on board, 100 of whom sought admission to the colony under* somewhat suspicious circumstances, and the authorities have refused to grant them permission to land until a searching investigation has been made into the circumstances of their arrival.
