The Chief Secretary has addressed the electors. He announced that the Government Intended to ask Parliament to sanction a half million loan. A Bill would be introduced imposing a poll tax on" Chinese m the Northern Territory and to make it retrospective. A Bill would also be introduced em powering the colony to join the|Federal Council to which the Chinese question would be submitted
