Vif.nna, April 1G Tho Russians are making active movements all along the western frontier, and Russian emissaries are inciting rebellion m Roumania and Bulgaria. Pakis, April 16. Boulanger's victory m the election for Nord is regarded m many quarters as presaging violent changes m the constitution, Paris, April 17. M. Julos Ferry, m tho course of an address delivered yesterday, called Boulahger a mutinous soldier. He urged that M. Floquet should assume a militant attitude against a Cajsarean movement, otherwise Franco would be plunged into a foreign war. General Boulanger, addressing the electors of Nord, said that France demands a Constituent Assembly, which should givo to the people rights which had hitherto been denied them, and which would makstho Republic respected and render it indestructible. ihe Chamberot Deputies re-opens on Thursday. A disturbance arising out of the recent crisis is feared. Boulanger has an insignificant following m the Chamber, but is the rallying point of all the discontent m the country. The French Press agrees unanimously that it is impossible to deny Boulanger's complete victory at the Nord election. Boulanger threatens to perpetuate the present agitation until he has secured the dissolution of the Chamber. Bucharest, April I7i An agrarian revolt, which recently broke out, is increasing, and several mayors aiid priests have been killed. The Roumanian Territorial army is fraternising with the rebels and Buoharest is threatened. St. Petersburg, April 17. Another division of Russian infantry has been ordered to the Austrian frontier. Constantinople. April 16. Tho Porte is increasing the garrisons on the Macedonian frontier, fears of a rising being entertained.
