LORD SALISBURY'S SPEECH.

London, April 11

In his speech at Carnarvon the Marquis of Salisbury attributed much of the success of his Government to the brilliant policy of Mr Gpschen, Chancellor of the Exchequer. He stated that the only hope for Ireland was to encourage industries there, and inculcate the hopelessness of any political change taking place in the Government of that country.
