ADDRESS BY THE EMPEROR FREDERICK.
Berlin, April 4. The Emperor has issued an address to the Reichstag, m which he states that he will give unremitting attention to the affairs of State, and will ensure the maintenance of ihe efficiency of the army. He suggests numerous changes m the organisation of the army.
