Berlin, March 27. The Rivers Elbe and Oder have overflowed their banks and a vast territory has been inundated. There has been an appalling loss of human life and cattle. Forty villages have been submerged, and. it is estimated that 10,000 persons have been ruined and rendered homeless by the disaster.
