THE EMPEROR FREDERICK.
The health of the Emperor is improving, and the irritation of the larynx is considerably reduced. The Emperor has issued a proclamation, m which he states that it is expected that Prince William should become acquainted with State Affairs, and also that he should take immediate part therein ; therefore certain matters ought to be entrusted to him, m order that he might act as the Emperor's substitute should occasion require it.
