London, March 20. Local government and the judicial powers of justices will not b 2 touched by Mr Ritchie's Local Government Bill. Mr Gladstone, ?n referring to it, admitted that it was a large and bold measure. The motion for the first reading was carried amid hearty cheers from both sides of the House. The Press speaks m favorable terms of the Bill.
Mr Ritchie's Bill will have the effect of stimulating systematic emigration, as it authorises grants being made to intending emigrants without their being required to give a guarantee* of repayment. Mr Gladstone assured the Government of an impartial discussion of the measure.
