REFORM OF THE UPPER HOUSE.
Lord Rosebery's motion for a Committee to report as to necessary reform m the House of Lords has been negatived by forty-seven votes. In course of a speech on the motion Lord Salisbury said he could not support so shadowy a proposal, though he was quite willing to consider a properly considered Bill on the subject.
