The Emperor Frederick 111., who was to have taken the oath cf allegiance yesterday, has suggested -to the Diet that they should accept a message conveyed by Ministers m lieu of the oath which he promises he will take when his health is improved. An official bulletin states that the Emperor Frederick 111. is now free from fever, but still there is a copious secretion which causes continued coughing. Rome. M=»roh 17. The Pope has thanked the Emperor Frederick for the assurance of religious toleration vouchsafed m his proclamation.
