THE PLAN OF CAMPAIGN.
In the House of Commons Mr Arnold White, M.P., invited Mr Gladstone to say that he condemned the plan of campaign. Mr Gladstone replied that the plan of campaign was perhaps an evil, but it was an evil which had the effect of averting a greater evil.
