Brussels. February 22. It is officiary denied that Belgium baa joined m tho Alliance.
London, February 22. Count N. do Robilant, the new Italian Ambassador, arrived hero yesterday, and to-day presented his credentials to tho Marquis of Salisbury. In doing so ho assured his lordship of the peaceful desires of the Italian Government.
In bis speech on the Address-in-Roply m the House of Commons, Mr Gladstone said tho party which he led did not desire that the Government Bhould prematurely disclose what action they were taking m consequenco of tho disturbed state of Europe . .Ke hoped that England would refrain from engaging m war unless tho real interests and true honor of Great Britain demanded it. He expressed sorrow at tho eerious illness of tho Crown Prince of Germany. The Right Hon W. H. Smith stated that at tho present time the most cordial relations existed between England and France. St. Pbtersburq, Fjbruary 22. Lieut.-General Angus von Werdor, Governor of Berlin, who has the reputation of boing very close m tho confidence of tho Emperor of Germany, is at present on a visit to tho Czar. Tho visit is regarded as possessing groat political significance, although its precise object has not beon allowed to transpire, Licut.-Genoral von Wcrder is also m high favor with tho Crown Prince of Germany.

Tho " Mcssngor Officiel " m an article on tho Bulgarian question, states that Prince Ferdinand's presence and acts at Sofia aro a' distinct violation of the Berlin Troaty, and all lhafr tf ussia seeks to do is to induco tho Powers to both declare the treaty inviolable and bring tho Sultan ot Turkey to inform Bulgaria that tho oloction of Prince Ferdinand is illegal, »nd tnat ho is raoroly a robber of power. It concludos by asserting .that Russia rojects tho idea of forcibly restoring her legal status m Bulgaria.
