SPEECH BY LORD CHURCHILL.
London, February 23. Lord Randolph Churchill, speaking at Oxford, last night, said that m his opinion granting Home Rule to Ireland would be a desperate and insane policy. Referring to the European Situation Lord Churchill said he feared that they were on Jhe brink of a great rupture of the peace ot Europe.
