THE VENEZUELAN AFFAIR.
Replying to a question m the House of Commons last night, Sir James Ferguson, Political Secretary for the Foreign Office, stated that the Venezuelans had proposed that the dispute arising from the occupation by England of territory to the eastward of the Carom river should be referred to arbitration. Naval action against Yeaeznela would' thereto. c not be ordered.
