NEW RULES.

In the House of Commons last night new rules of procedure were in* traduced, and on the motion of the Bight Hon. W, H. Smiih, leader of the House, were referred to a Select Com rnittee. The proposed new rules provide for a reduction m the majoiity demanding the application of cloture to one hundred instead of two hundred as formerly, they also authorise the Speaker to suspend or expel from the Chamber any member guilty of grossly unruly, conduct.
