London, Febtuaty IS. The Commission to administer affms m the New Hebrides will consist ot a President and two British and two French officers. Each nationality is to lumish a President monthly. The Commission is to assemble whenever crny disturbance arises at the Island, and no military or naval measures can be carried on without first having ob« tamed the sanction of the Commission. In matters of urgency the nearest commanders shall act m concert ; but ii that is not possible, action may be taken separately, but such action must be rep-med to the senior officers, who will await the Commissioners' orders. I The powers granttd to the Commission do not extend to land disputes.
