(Received F«bru*.ry 11, 12 55 p.m ) Lowdou, FfbrurylO. The forecaßt of the Qupen's speech was an accurate one. Reference was also made to the Naval Commission for the protection of life and property at the New Hebrides. In the House of Commons to-day Mr . Parnell gave notice of a Bill to amend the Irish Land Act. The Bill provirfea for the redaction of the term of judicial tenancies to seven years . Ihe Hon G. O. Morgan, M.P. for Penbighsliire Fast, has given notice of a Bill to legalise c rtain colonial marriages with » deceased wife's sister. Lord Salisbury, m a speech m the House of Lords, said that Government intended to uphold their policy with regard to the interest m the South-east of Europe which, England had alwayi advocated. The only danger he apprehended m this quarter was if Russia resorted to adventurous and idegal action, but he had specific authority for faying that Russia would carefully abstain from any illegal action m that direction. He attached great value to the assurance of the Powers that peace would be maintained.

Sir Ohas. Russel. M.P. for Hackney, has given notice of an amendment to the Address-in Reply, asking that an enquiry be held into the action of Government m interfering with meeting! m Trafalgar square. Mr Gladstone made a speeoh of ■tndied moderati n. He proposed to expedite business and deprecated anj party rivalry m regard to tbe foreign policy of Government, and said he was ; not disposed to. a renewal ot the constant agitation of last session. Mr ParnelPe amendment to the Address-in- heply attacks the administration of the Crimes Act m Ireland. The House of Lords has adopted the Addresß-in-Beply.
