SIR M. HICKS BEACH.
S r Michael Hicks Beach speaking at Clutton said that Ireland must first be convinced that the supremacy of the British Parliament must be maintained and then the Government must consider the Irish problem with boldness and sympathy. He favored the adoption of a system of local government when order had been restored, arid the placing of members on an equality with those of Scotland m settling local affairs. He also expressed bis willingness to re-enter the Cabinet whenever he was required
