LORD SALISBURY ON HOME RULE AND PROTECTION.
Speaking at Liverpool, Lord Salisbury said' that the assertion that the Cabinet really favored Home rule for Ireland was without foundation. The greatest cruelty of which England bad been guilty towards Ireland was the vacillating policy of successive Governments. In the course of the same speech the Premier admitted that the fiscal system required amendment, but denied the necessity of protection. Cheapness was sometimes secured to communities at ultimate expense, m proof of which he instanced unjust railway freights and the operations of gambling limited liability Companies.
