Count Schouvaloff has assured the Emperor of Germany of the Friendly relations between Russia and Germany. (Received January 3, 4.30 a.m.) London, January 1. The latest intelligence from the Continent indicates that the the Powers ate concerting for a settlement of the Bulgarian question m a manner agreeable to Russia. Vienna, January 1. The situation has improved and Prince Lobanoff, the Russian Ambassador here, has peacefully assured Count Kalnoky, declaring that Russia is adverse lo war. Hevr Tisza, President of Ihe Hungarian Council, m receiving the New Year's congratulations of the Liberal leaders, expressed a hope that war had been averted, and declared that HuDgary had never provoked a breach of peace, but if war war was inevitable the Hungarians would be prepared to do their duly.
