PARLIAMENTARY NOTES.

(From ottk Cobbespondent. ) i Wellington, December 21. ( THE LOAN BILL I W Although the House has been Bitting 1 from thii morninp, the only measure of t real importance dealt with has been the; 1 Loan Bill. Sir Julias Yogel made a oritloal speech on the motion for the s ewond reading of the Bill, nrging that it z Bot necessary to borrow more than haif-a ( cailliotl at present. Ms "W. P. Beeves j moved to reduce the amonct of the loan from a million to £600,000, bat this wan j negatived by 36 to 25. Mr Mao Arthur's t provision, which I Informed yon yester- i day, to the effect that the colony should 1 guarantee not to go upon the London } I&trket for the next 6 years, vac rejected ' by 40 to 11, Mr Mills, as leader of the young Now Zealand party, had given ' notice to move m Committee on the Bill j that the amount of the loan be reduoed by } £250,000, bat this cannot of oouree now ; •mna on: ] THB PUBLIC WOBKS PORTFOLIO I Nearly two months ago I hazarded the j eptnlon that Mr Mitobelson would resign i the portfolio of Minister for Public : Works at the end of the session, and that i be would be succeeded by Mt Fergoa, ' The rnmor assumes a more definite form ; to-day, and is openly spoken of as a very likely arrangement. It is farther stated ' tbat Mr Mitchelaon's plac9 m the Cabinet , will be filled by an Auckland member, , probably Mr Wbyte or Mr Peacock, as ] Minister for Justice and Defence; j MIDLAND RAILWAY i ' I am Informed on the best possible i authority tbat Government will this ses- < ■lon bring i° a short enabling Bill, per- 1 mittlng the Midland Railway Company to \ proceed with the woik on the authority of the resolutions passed hy tho House, . and that do xrlthont a Bill. It la expected j tail propoial will provoke considerable , dLwuMion. | NATIVB BILLS I From a remark dropped by the Premier ' during this morniDg'i eitting, it is antlel- i pated that Government will withdraw the 1 Native Bills, and tbat the House will J not be called npon to debate them this < ■easion. It is thought that one or two | ■mall apeoial Bills map, however, bo Introducing dealing with particular oases of ; titles to native lands. j JCKLBOUBNB EXHIBITION , F Ihe Sopplementary Estimates may • poealbly be down to-night. Probably : they will provide f or ' a yote for the ; tfeprwentatlon of the colony at the Mcl- ; bourne Exhibition. It Is asserted that a local Commission will be appointed with Sir Jamec Hector, as Chairman. NATIVE OPPOSITION It Is understood that Government have dropped the Native Bills, because the Maori members have intimated they will cppose them all, unless Government •gree to their demands on other sabjects. The bOMted reversal of Mr Ballacce'a Native policy thus is not likely to be •coomplishfld this session. It is rumored that the Native members are very sore about the manner m which they have been treated by the Government, and that they will go into opposition ; HABB'B DEFENCE. From a return presented to the Houbb I gather that np to the present the coat of the harbor defences of the colony has •mounted to a total sum of £179,470. BBMAINIKO BUSINESS. As it Is likely there will yet be con* alderable dfacußsloo on the Loan Bill and Naval Defence Bill yet to be dealt with, It Is hardly likely business will be sufficiently concluded to allow of the prorogation before Friday or Saturday. Wellington, December 22. to-day's business. Government intend to bring down by Governors message to-day Bills for the absorption of the Westport and Greymouth Hardor Boards, With reference to the latter Mr Guineas, member for Greymoatb, has threatened that he will Btonewrll the measure, If necessary, to Xtnaa day, as be is determined to prevent its passing. Following is the business that has to come on to-day : — Third reading of the Loan Bill, second reading and other stages of the Naval Defence BUI, all stages of the Westport and Grejmoath Harbor and appropriation Sills, and passing of Supplementary Estimates, Mejoc Atkinson hopes to take prorogation to-night to enable the Speaker and northern members to get borne for Xmas but the general opinion is that he must drop the Naval Defences and Westport Harbor Bill, all of which will be very strongly opposed. The House to-day wears a dismal appearßnoe •s a large number of the southern members left by the Takapuna last night, jbat there is considerably over a quorum to carry on all that is to be doce. The Bailway Commissioners amendment to the Government Railwrys Bill will be brought down to-day by Governor's message. Its effect being to raise the proposed salary of Chief Commissioner to a sum not exceeding £2500. The proposal ia expeoted to receive general assent. |
