London, Deoember 18. The " Times " fears that the feeling which prevails m Vienna will compel Count Kalnoky to send Russia an ultiraation. The German Reichstag unanimously favor a Bill for increasing the forces by half a million. There is an impression that the article m the " Invalide Russe " indicates that the recent mobilisation is •merely a disguise for defensive precautions.
