Satdbdat, December 17. The Council met at 2.30 p.m. SPECIAL POWBBS AND OONTBAOTS, Mr Waterhodae "moved that this Council considering It of the highest Importance that In the passing of all laws each different matter should bo provided for by a different law without Intermixing tn one and the same law anoh things as have no proper relation to each other, will refuse to sanction any proposed legislation of the nature of the Spaolal Powers and Contracts Aofc." The motion wbb agreed to on the voices. GOVERNMENT RAILWAYS BILL. The Attorney-General moved the second reading of the Government Railways Bill. After discussion, the mot'on for the eeoond reading was carried. LAND BILL, The Land Act Ameadment Bill wa'i further considered m Oomtnltteb. The olaate relating to the eleotion of land boards was struck out, and a new olause abolishing land boards was inserted m Id stead, after a discussion. In whioh. Mt McLean said he would rather see educa. tlon boards abolished than land boards, On the motion of Mr Bonar an addition was made to olause 16, iU effect being tc protect ailnlng Interests generally. A new olaaae, defining the boundarlei of the districts of Auckland, Hawke'c Bay, Otago, and Southland, was agreed tc on the motion of Mr Stevens. The boundaries will be the same as those described by the Land Transfer Aot, 1885 The BUI, .after further but unimportanl amendments, wai reported, read a third time and passed. The Council adjourned at 10.45 p.m.
