SUGAR DUTIES.
The report of the sub-Committee has been approved by the Sugar Bounties Conference. The Committee advocate reprisals against the recusant States, but England, however, refuses to impose countervailing duties. The Conference refers the recommendations to the various Cabinets, and adjourns until the spring.
